We stood in the sales centre for Wellwood this week, looking at site plans for a stretch of land in Niagara Falls that will hold townhomes, semis, and detached homes by the end of 2027. It's one of the only active new builds we've toured in months where the cranes are actually going to show up. That matters more than it sounds like it should.

Why So Few New Builds Are Actually Breaking Ground

Across Burlington, Hamilton, and the Niagara area, new housing starts have slowed way down. Builders got cautious after a few tough years of rising costs and slower buyer demand, so a lot of planned projects sat on paper instead of moving to construction. That's the quiet story behind the headlines about a housing shortage. It's not that nobody wants to build. It's that fewer projects are getting the green light to actually start.

Wellwood by Empire Homes is one of the few that is moving forward. Empire has a long track record in Ontario, and this one is set to be completed by the end of 2027. When a builder commits to a real timeline and starts pulling permits, that's a different signal than a rendering and a waitlist. It tells you the project has financing, approvals, and momentum behind it.

What's Actually Being Built

Phase one includes townhomes and semi-detached homes, with some priced under $600,000, and detached homes starting in the $700s. There's more coming in later phases, so this isn't a one-shot release. For a buyer trying to get into the Niagara market without stretching into the high $800s or beyond, that price range is worth paying attention to, especially with detached supply this tight almost everywhere else in our coverage area.

If you've been watching Niagara properties and feeling priced out of anything with a yard, this is one of the few spots right now where a detached home under $800,000 is realistic and not a fixer-upper an hour outside the region.

The Wellness Angle Isn't Just Marketing

Empire is building this project around a few specific ideas: better airflow through the homes, and design choices meant to hold value over the long run rather than just look good on launch day. We're not going to oversell this as some revolutionary concept. But it does matter in a practical way. Homes with better ventilation and airflow tend to have fewer moisture and mould issues down the line, which means fewer surprise repair bills for an owner five or ten years in.

The long-term value piece is the part we'd tell any buyer to actually think about. A lot of new builds get value-engineered down to the cheapest possible finishes the moment the sales centre closes. When a builder designs with resale and durability in mind from day one, that tends to show up later, both in how the home holds up and in how it compares to older stock nearby when it's time to sell.

The HST Rebate, Explained Simply

Here's something a lot of resale buyers never think about because it doesn't apply to them. In Ontario, HST is 13%. On new construction homes, buyers can qualify for a rebate program that offsets a portion of that tax, depending on the purchase price and whether the home will be owner-occupied or used as a rental. This is a real federal and provincial program, not a builder promotion, and it's one of the genuine financial advantages of buying new instead of resale at certain price points.

The exact rebate amount depends on your specific purchase price and how you plan to use the property, so this isn't a number we're going to guess at here. What we will say is that it's a meaningful enough factor that it should be part of your math from the start, not something you look into after you've already signed. If you're weighing a Wellwood unit against a comparable resale home, this is one of the calculations that can shift which option actually makes more sense.

What Happens Between Now and Mid-September

Phase one is set to go to the open market in mid-September. Before that, there's a window where buyers can get in ahead of the public release, often with better unit selection and, in some cases, better pricing than what shows up once the listings go live for everyone. That's true of most well-run pre-construction launches. Once a project is public, the best lots and the best floor plans tend to go first.

If you're the type of buyer who moves fast on a plan once you trust it, this is the stage where that pays off. If you're the type who wants to see it built before committing, that's a completely reasonable position too, but you'll be choosing from whatever's left in later phases at whatever price the market has moved to by then.

Who This Actually Makes Sense For

We'd point three types of buyers toward this project specifically. First, a first-time buyer in the Niagara area who's been priced out of detached homes and wants a semi or townhome under $600,000 with no renovation work waiting for them. Second, someone relocating to the region who wants a fixed closing date they can actually plan a move around, which resale rarely offers with the same certainty. Third, an investor thinking about long-term rental income in a growth corridor, where the HST rebate rules around rental use are worth understanding before you buy, not after.

What we wouldn't do is tell someone to buy pre-construction just because it's new. If you need to be in a home in the next six months, this isn't your project. Wellwood is for someone thinking in a 2027 timeline, not a this-fall timeline.

The takeaway: Wellwood is one of the few Niagara projects with real construction dates behind it, price points under $800,000 still on the table, and an HST rebate structure worth running the numbers on before phase one goes public in mid-September.
